Timed events don't trigger notification unless reminder is explicitly set (iOS)

On iOS, events with a specific time set do not trigger a notification unless the user explicitly adds a reminder. Expected behaviour: timed events should notify by default. Reported by a user who noticed that setting a 5-minute reminder works, but without it there is no notification even with a time on the event.
