Make tags list-specific vs global

To avoid clutter in tags, it would be amazing if I could make some tags specific to certain lists, while other tags are global. Use case: On my business list I use the tags marketing, logistics, etc, which are not useful for other lists. However, I also have global tags, such as "delegated to someone else".
